thefilmarchive.org March 7, 1994 Eduard Shevardnadze (Georgian: ედუარდ შევარდნაძე [ɛduard ʃɛvardnad͡zɛ]; born 25 January 1928) is a former Soviet, and later, Georgian statesman from the height to the end of the Cold War. He served as President of Georgia from 1995 to 2003, and as First Secretary of the Georgian Communist Party (GPC, the de facto leader of Soviet Georgia), from 1972 to 1985. Shevardnadze was responsible for many top decisions on Soviet foreign policy in the Gorbachev Era. He was forced to retire in 2003 as a consequence of the bloodless Rose Revolution. Shevardnadze's political career started in the late 1940s as a leading member of his local Komsomol organisation. He was later appointed its Second Secretary, and even First Secretary. His rise up the Georgian Soviet hierarchy continued until 1961 when he was demoted after he insulted a senior official. After spending two years in obscurity, Shevardnadze's returned as a First Secretary of a Tbilisi city district, and was able to charge the Tbilisi First Secretary at the time for corruption. His anti-corruption work quickly garnered the interest of the Soviet government, and Shevardnadze was appointed to First Deputy of the Ministry of Internal Affairs of the Georgian SSR. The speech was Clinton's first official State of the Union address, although he had similarly addressed a joint session of Congress a year prior shortly after taking office. The president discussed the federal budget deficit, taxes, defense spending, crime, foreign affairs, education, the economy, free trade, the role of government, campaign finance reform, welfare reform, and promoting the Clinton health care plan. President Clinton threatened to veto any legislation that did not guarantee every American private health insurance. He proposed for policies to fight crime: a three strikes law for repeat violent offenders; 100000 more police officers on the streets; expand gun control to further prevent criminals from being armed and ban assault weapons; additional support for drug treatment and education. The president began the speech with an acknowledgment of former Speaker Tip O'Neill, who died on January 5, 1994. The speech was the first State of the Union address of President Clinton's second term. President Clinton discussed numerous topics in the address, including the environment, the International Space Station, welfare, crime and relations with NATO and China. The president also focused on a "detailed plan to balance the budget by 2002". The Republican Party response was delivered by Oklahoma congressman JC Watts in front of high school students sponsored by the Close Up Foundation. Dan Glickman, the Secretary of Agriculture, served as the designated survivor. The speech was broadcast live on television and radio and lasted 1:04:21 and consisted of 6774 words. This was the first speech delivered to a Republican-controlled Congress since 1954. This was also the first time a Republican Speaker sat in the chair since 1954. The Speaker was Newt Gingrich of Georgia. The president discussed his proposals of a New Covenant vision for a smaller government and proposing tax reductions. The president also discussed crime, the Brady Bill and the Assault Weapons Ban, illegal immigration, and the minimum wage. Regarding foreign policy, he urged assistance in Mexico's economic crisis, additional disarmament in cooperation with Russia and other international treaties, stopping North Korea's nuclear weapons program, legislation to fight terrorists, and peace between Israel and its neighbors. Discussion of the failed attempt to overhaul health care was refocused on more limited efforts to protect coverage for those who have health insurance and expand coverage for children. The Pentagon Papers, officially titled United States -- Vietnam Relations, 1945--1967: A Study Prepared by the Department of Defense, is a United States Department of Defense history of the United States' political-military involvement in Vietnam from 1945 to 1967. The papers were first brought to the attention of the public on the front page of the New York Times in 1971. A 1996 article in The New York Times said that the Pentagon Papers "demonstrated, among other things, that the Johnson Administration had systematically lied, not only to the public but also to Congress, about a subject of transcendent national interest and significance". The report was declassified and publicly released in June 2011. Daniel Ellsberg knew the leaders of the task force well. He had worked as an aide to McNaughton from 1964 to 1965, had worked on the study for several months in 1967, and in 1969 Gelb and Halperin approved his access to the work at RAND. Now opposing the war, Ellsberg and his friend Anthony Russo photocopied the study in October 1969 intending to disclose it. He approached Nixon's National Security Advisor Henry Kissinger, Senators William Fulbright and George McGovern, and others, but none were interested. In February 1971 Ellsberg discussed the study with New York Times reporter Neil Sheehan, and gave 43 of the volumes to him in March. Covert operations aim to fulfill their mission objectives without any parties knowing who sponsored or carried out the operation. It is normally sponsored by taxes from the government. Under United States law, the Central Intelligence Agency (CIA) is the sole US Government agency legally allowed to carry out Covert Action. The CIA's authority to conduct Covert Action comes from the National Security Act of 1947. President Ronald Reagan issued Executive Order 12333 titled in 1984. This order defined covert action as "special activities", both political and military, that the US Government could legally deny. The CIA was also designated as the sole authority under the 1991 Intelligence Authorization Act and in Title 50 of the United States Code Section 413(e). The CIA must have a "Presidential Finding" issued by the President of the United States in order to conduct these activities under the Hughes-Ryan amendment to the 1991 Intelligence Authorization Act. These findings are then monitored by the oversight committees in both the US Senate and the House of Representatives.
