Rural areas or the country or countryside are areas that are not urbanized, though when large areas are described country towns and smaller cities will be included. They have a low population density, and typically much of the land is devoted to agriculture. The degree to which areas of wilderness are included in the term varies; very large wilderness areas are not likely to be described by the term in most contexts.
In most parts of the world rural areas have been declining since the 19th century or earlier, both as a proportion of land area, and in terms of the proportion of the population living in them. Urbanization encroaches on rural land, and the mechanization of agriculture has reduced the number of workers needed to work the land, while alternative employment is typically easier to obtain in cities. In parts of the developed world urban sprawl has greatly reduced the areas that can be called rural, and land use planning measures are used to protect the character of rural areas in various ways.
84 percent of the United States' inhabitants live in suburban and urban areas, but cities occupy only 10 percent of the country. The Presidency of Barack Obama began at noon EST on January 20, 2009, when he became the 44th President of the United States. Obama was a United States Senator from Illinois at the time of his victory over Arizona Senator John McCain in the 2008 presidential election. Barack Obama is the first African-American president of the United States, as well as the first born in Hawaii.
His policy decisions have addressed a global financial crisis and have included changes in tax policies, legislation to reform the United States health care industry, foreign policy initiatives and the phasing out of detention of prisoners at the Guantanamo Bay detention camp in Cuba. He attended the G-20 London summit and later visited U.S. troops in Iraq. On the tour of various European countries following the G-20 summit, he announced in Prague that he intended to negotiate substantial reduction in the world's nuclear arsenals, en route to their eventual extinction. In October 2009, Obama was awarded the Nobel Peace Prize for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples."
Cabinet nominations included former Democratic primary opponents Hillary Rodham Clinton for Secretary of State and Bill Richardson for Secretary of Commerce (although the latter withdrew on January 4, 2009). Obama appointed Eric Holder as his Attorney General, the first African-American appointed to that position. He also nominated Timothy F. Geithner to serve as Secretary of the Treasury. On December 1, Obama announced that he had asked Robert Gates to remain as Secretary of Defense, making Gates the first Defense head to carry over from a president of a different party. He nominated former Assistant Secretary of State for African Affairs Susan Rice to the United States Ambassador to the United Nations, which he restored to a Cabinet-level position.
During his transition, he maintained a website Change.gov, on which he wrote blogs to readers and uploaded video addresses by many of the members of his new cabinet. He announced strict rules for federal lobbyists, restricting them from financially contributing to his administration and forcing them to stop lobbying while working for him. The website also allowed individuals to share stories and visions with each other and the transition team in what was called the Citizen's Briefing Book, which was given to Obama shortly after his inauguration. Most of the information from Change.gov was transferred to the official White House website whitehouse.gov just after Obama's inauguration.
In administering the oath, Chief Justice John G. Roberts misplaced the word "faithfully" and erroneously replaced the phrase "President of the United States" with "President to the United States" before restating the phrase correctly; since Obama initially repeated the incorrect form, some scholars argued the President should take the oath again. On January 21, Roberts readministered the oath to Obama in a private ceremony in the White House Map Room, making him the seventh U.S. president to retake the oath; White House Counsel Greg Craig said Obama took the oath from Roberts a second time out of an "abundance of caution".
Obama's first 100 days were highly anticipated ever since he became the presumptive nominee. Several news outlets created web pages dedicated to covering the subject. Commentators weighed in on challenges and priorities within domestic, foreign, economic, and environmental policy. CNN lists a number of economic issues that "Obama and his team will have to tackle in their first 100 days", foremost among which is passing and implementing a recovery package to deal with the financial crisis. Clive Stafford Smith, a British human rights lawyer, expressed hopes that the new president will close Guantanamo Bay detention camp in his first 100 days in office. After aides of the president announced his intention to give a major foreign policy speech in the capital of an Islamic country, there were speculations in Jakarta that he might return to his former home city within the first 100 days.
''The New York Times'' devoted a five-part series, which was spread out over two weeks, to anticipatory analysis of Obama's first hundred days. Each day, the analysis of a political expert was followed by freely edited blog postings from readers. The writers compared Obama's prospects with the situations of Franklin D. Roosevelt (January 16, Jean Edward Smith), John F. Kennedy (January 19, Richard Reeves), Lyndon B. Johnson (January 23, Robert Dallek), Ronald Reagan (January 27, Lou Cannon), and Richard Nixon.
In his first week in office, Obama signed Executive Order 13492 suspending all the ongoing proceedings of Guantanamo military commission and ordering the detention facility to be shut down within the year. He also signed Executive Order 13491 - Ensuring Lawful Interrogations requiring the Army Field Manual to be used as a guide for terror interrogations, banning torture and other coercive techniques, such as waterboarding. Obama also issued an executive order entitled "Ethics Commitments by Executive Branch Personnel", setting stricter limitations on incoming executive branch employees and placing tighter restrictions on lobbying in the White House. Obama signed two Presidential Memoranda concerning energy independence, ordering the Department of Transportation to establish higher fuel efficiency standards before 2011 models are released and allowing states to raise their emissions standards above the national standard. He also ended the Mexico City Policy, which banned federal grants to international groups that provide abortion services or counseling.
In his first week he also established a policy of producing a weekly Saturday morning video address available on whitehouse.gov and YouTube, much like those released during his transition period. The first address had been viewed by 600,000 YouTube viewers by the next afternoon.
The first piece of legislation Obama signed was the Lilly Ledbetter Fair Pay Act of 2009 on January 29, which revised the statute of limitations for filing pay discrimination lawsuits. Lilly Ledbetter joined Obama and his wife, Michelle, as he signed the bill, fulfilling his campaign pledge to nullify ''Ledbetter v. Goodyear''. On February 3, he signed the Children's Health Insurance Program Reauthorization Act (CHIP), expanding health care from 7 million children under the plan to 11 million.

Originally intended to be a bipartisan bill, the passage of the bill was largely along party lines. No Republicans voted for it in the House, and three moderate Republicans voted for it in the Senate (Susan Collins and Olympia Snowe of Maine and Arlen Specter of Pennsylvania). The bill combined tax breaks with spending on infrastructure projects, extension of welfare benefits, and education. The final cost of the bill was $787 billion, and almost $1.2 trillion with debt service included. Obama signed the Act into law on February 17, 2009, in Denver, Colorado.
On March 9, 2009, Obama lifted restrictions on federal funding of embryonic stem cell research, and in doing so, called into question some of George W. Bush's signing statements. Obama stated that he too would employ signing statements if he deems upon review that a portion of a bill is unconstitutional, and he has issued several signing statements.
Early in his presidency, Obama signed a law raising the tobacco tax 62 cents on a pack of cigarettes. The tax is to be "used to finance a major expansion of health insurance for children", and "help some [smokers] to quit and persuade young people not to start".
In October 2011, Obama instituted the We Can't Wait program, which involved using executive orders, administrative rulemaking, and recess appointments to institute policies without the support of Congress. The initiative was developed in response to Congress's unwillingness to pass economic legislation proposed by Obama, and conflicts in Congress during the 2011 debt ceiling crisis.
Throughout early February polls showed scattered approval ratings: 62% (CBS News), 64% (USA Today/Gallup), 66% (Gallup), and 76% in an outlier poll (CNN/Opinion Research). Gallup reported the congressional address in late February boosted his approval from a term-low of 59% to 67%.
Throughout autumn 2009, Rasmussen estimated Obama's approval as fluctuating between 45% and 52% and his disapproval between 48% and 54%; as of November 11, Pew Research estimated Obama's approval between 51% and 55% and his disapproval between 33% and 37% since July.
Fox News released the results of two polls on April 8–9, 2010. The first showed a drop in Obama's approval rating to 43%, with 48% disapproving. In that poll, Democrats approved of Obama's performance 80–12%, while independents disapproved 49–38%. The other poll, which concentrated on the economy, showed disapproval of Obama's handling of the economy by a 53–42% margin, with 62% saying they were dissatisfied with the handling of the federal deficit. According to a Gallup Poll released April 10, 2010, President Obama had a 45% approval rating, with 48% disapproving. In a poll from Rasmussen Reports, released April 10, 2010, 47% approved of the President's performance, while 53% disapproved.
At the conclusion of Obama's first week as President, Hilda Solis, Tom Daschle, Ron Kirk, and Eric Holder had yet to be confirmed, and there had been no second appointment for Secretary of Commerce. Holder was confirmed by a vote of 75–21 on February 2, and on February 3, Obama announced Senator Judd Gregg as his second nomination for Secretary of Commerce. Daschle withdrew later that day amid controversy over his failure to pay income taxes and potential conflicts of interest related to the speaking fees he accepted from health care interests. Solis was later confirmed by a vote of 80-17 on February 24, and Ron Kirk was confirmed on March 18 by a 92-5 vote in the Senate.
Gregg, who was the leading Republican negotiator and author of the TARP program in the Senate, after publication that he had a multi-million dollar investment in the Bank of America, on February 12, withdrew his nomination as Secretary of Commerce, citing "irresolvable conflicts" with President Obama and his staff over how to conduct the 2010 census and the American Recovery and Reinvestment Act of 2009. Former Washington governor Gary Locke was nominated on February 26 as Obama's third choice for Commerce Secretary and confirmed on March 24 by voice vote.
On March 2, Obama introduced Kansas governor Kathleen Sebelius as his second choice for Secretary of Health and Human Services. He also introduced Nancy-Ann DeParle as head of the new White House Office of Health Reform, which he suggested would work closely with the Department of Health and Human Services. At the end of March, Sebelius was the only remaining Cabinet member yet to be confirmed.
Six high-ranking cabinet nominees in the Obama administration had their confirmations delayed or rejected among reports that they did not pay all of their taxes, including Tom Daschle, Obama's original nominee for Health and Human Services Secretary, and Treasury Secretary Timothy Geithner. Though Geithner was confirmed, and Senator Max Baucus, chairman of the Senate Finance Committee, thought Daschle would have been confirmed, Daschle withdrew his nomination on February 3. Obama had nominated Nancy Killefer for the position of Chief Performance Officer, but Killefer also withdrew on February 3, citing unspecified problems with District of Columbia unemployment tax. A senior administration official said that Killefer's tax issues dealt with household help. Hilda Solis, Obama's nominee for Secretary of Labor, faced delayed confirmation hearings due to tax lien concerns pertaining to her husband's auto repair business, but she was later confirmed on February 24. While pundits puzzled over U.S. Trade Representative-designate Ron Kirk's failure to be confirmed by March 2009, it was reported on March 2 that Kirk owed over $10,000 in back taxes. Kirk agreed to pay them in exchange for Senate Finance Committee Chairman Max Baucus's aid in speeding up the confirmation process; he was later confirmed on March 18. On March 31, Kathleen Sebelius, Obama's nominee for Health and Human Services secretary, revealed in a letter to the Senate Finance Committee that her Certified Public Accountant found errors in her tax returns for years 2005-2007. She, along with her husband, paid more than $7,000 in back taxes, along with $878 in interest.
As of July 2010, Obama's nominees to the district and circuit courts had been confirmed at a rate of only 43.5 percent, compared to 87.2 percent during Bill Clinton's administration and 91.3 percent for George W. Bush. The Center for American Progress, which compiled the data, commented:
Judicial confirmations slowed to a trickle on the day President Barack Obama took office. Filibusters, anonymous holds, and other obstructionary tactics have become the rule. Uncontroversial nominees wait months for a floor vote, and even district court nominees—low-ranking judges whose confirmations have never been controversial in the past—are routinely filibustered into oblivion. Nominations grind to a halt in many cases even after the Senate Judiciary Committee has unanimously endorsed a nominee.
As part of the 2010 budget proposal, the Obama administration has proposed additional measures to attempt to stabilize the economy, including a $2–3 trillion measure aimed at stabilizing the financial system and freeing up credit. The program includes up to $1 trillion to buy toxic bank assets, an additional $1 trillion to expand a federal consumer loan program, and the $350 billion left in the Troubled Assets Relief Program. The plan also includes $50 billion intended to slow the wave of mortgage foreclosures. The 2011 budget includes a three-year freeze on discretionary spending, proposes several program cancellations, and raises taxes on high income earners to bring down deficits during the economic recovery.
In a July 2009 interview with ABC News, Biden was asked about the sustained increase of the U.S. unemployment rate from May 2007 to October 2009 despite the administration's multi-year economic stimulus package passed five months earlier. He responded "The truth is, we and everyone else, misread the economy. The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there ... the truth is, there was a misreading of just how bad an economy we inherited." The White House indicates that 2 million jobs were created or saved due to the stimulus package in 2009 and self reporting by recipients of the grants, loans, and contracts portion of the package report that the package saved or created 608,317 jobs in the final three months of 2009.
The unemployment rate rose in 2009, reaching a peak in October at 10.1% and averaging 10.0% in the fourth quarter. Following a decrease to 9.7% in the first quarter of 2010, the unemployment rate fell to 9.6% in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8%, which was less than the average of 1.9% experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a 1.6% pace, followed by a 5.0% increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7% in the first quarter, with lesser gains throughout the rest of the year. Overall, the economy expanded at a rate of 2.9% in 2010.
During November–December 2010, Obama and a lame duck session of the 111th Congress focused on a dispute about the temporary Bush tax cuts, which were due to expire at the end of the year. Obama wanted to extend the tax cuts for taxpayers making less than $250,000 a year. Congressional Republicans agreed but also wanted to extend the tax cuts for those making over that amount, and refused to support any bill that did not do so. All the Republicans in the Senate also joined in saying that, until the tax dispute was resolved, they would filibuster to prevent consideration of any other legislation, except for bills to fund the U.S. government. On 7 December, Obama strongly defended a compromise agreement he had reached with the Republican congressional leadership that included a two-year extension of all the tax cuts, a 13-month extension of unemployment insurance, a one-year reduction in the FICA payroll tax, and other measures. On December 10, Senator Bernie Sanders (I-VT) led a filibuster against the compromise tax proposal, which lasted over eight hours. Obama persuaded many wary Democrats to support the bill, but not all; of the 148 votes against the bill in the House, 112 were cast by Democrats and only 36 by Republicans. The $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, which ''The Washington Post'' called "the most significant tax bill in nearly a decade", passed with bipartisan majorities in both houses of Congress and was signed into law by Obama on December 17, 2010.
Not all recent former lobbyists require waivers; those without waivers write letters of recusal stating issues from which they must refrain because of their previous jobs. ''USA Today'' reported that 21 members of the Obama administration have at some time been registered as federal lobbyists, although most have not within the previous two years. Lobbyists in the administration include William Corr, an anti-tobacco lobbyist, as Deputy Secretary of Health and Human Services and Tom Vilsack, who lobbied in 2007, for a national teachers union, as Secretary of Agriculture. Also, the Secretary of Labor nominee, Hilda Solis, formerly served as a board member of American Rights at Work, which lobbied Congress on two bills Solis co-sponsored, and Mark Patterson, Treasury Secretary Timothy Geithner's chief of staff, is a former lobbyist for Goldman Sachs.
The Citizens for Responsibility and Ethics in Washington have criticized the administration, claiming that Obama is retreating from his own ethics rules barring lobbyists from working on the issues about which they lobbied during the previous two years by issuing waivers. According to Melanie Sloan, the group's executive director, "It makes it appear that they are saying one thing and doing another."
During his first week in office, Obama announced plans to post a video address each week on the site, and on YouTube, informing the public of government actions each week. During his speech at the 2008 Democratic National Convention, Obama stated, "I will also go through the federal budget, line by line, eliminating programs that no longer work and making the ones we do need work better and cost less - because we cannot meet twenty-first century challenges with a twentieth century bureaucracy."
On January 21, 2009, by executive order, Obama revoked Executive Order 13233, which had limited access to the records of former United States Presidents. Obama issued instructions to all agencies and departments in his administration to "adopt a presumption in favor" of Freedom of Information Act requests. In April 2009, the United States Department of Justice released four legal memos from the Bush administration to comply voluntarily with a Freedom of Information Act lawsuit filed by the American Civil Liberties Union. The memos were written by John Yoo and signed by Jay Bybee and Steven Bradbury, then Principal Assistant Attorneys General to the Department of Justice, and addressed to John A. Rizzo, general counsel of the Central Intelligence Agency. The memos describe in detail controversial interrogation methods the CIA used on prisoners suspected of terrorism. Obama became personally involved in the decision to release the memos, which was opposed by former CIA directors Michael Hayden, Porter Goss, George Tenet and John Deutch. Former Vice President Dick Cheney criticized Obama for not releasing more memos; Cheney claimed that unreleased memos detail successes of CIA interrogations.
The American Recovery and Reinvestment Act requires all recipients of the funds provided by the act to publish a plan for using the funds, along with purpose, cost, rationale, net job creation, and contact information about the plan to a website Recovery.gov so that the public can review and comment. Inspectors General from each department or executive agency will then review, as appropriate, any concerns raised by the public. Any findings of an Inspector General must be relayed immediately to the head of each department and published on Recovery.gov.
On June 16, 2009, Citizens for Responsibility and Ethics in Washington (CREW) filed a lawsuit against the Obama administration in order to get information about the visits of coal company executives. Anne Weismann, the chief counsel for CREW, stated "The Obama administration has now taken exactly the same position as the Bush administration... I don't see how you can keep people from knowing who visits the White House and adhere to a policy of openness and transparency." On June 16, MSNBC reported that its more comprehensive request for visitor logs since Obama's January 20 inauguration had been denied. The administration announced that White House visitor logs will be made available to the public on an ongoing basis, with certain limitations, for visits occurring after September 15, 2009. Beginning on January 29, 2010, the White House did begin to release the names of its visitor records. Since that time, names of visitors (which includes not only tourists, but also names of union leaders, Wall Street executives, lobbyists, party chairs, philanthropists and celebrities), have been released. The names are released in huge batches up to 75,000 names at a time. Names are released 90–120 days after having visited the White House. Obama stated during the 2008 Presidential campaign that he would have negotiations for health care reform televised on C-SPAN, citing transparency as being the leverage needed to ensure that people stay involved in the process taking place in Washington. This did not fully happen and Politifact gives President Obama a "Promise Broken" rating on this issue. After White House press secretary Robert Gibbs initially avoided addressing the issue, President Obama himself acknowledged that he met with Democratic leaders behind closed doors to discuss how best to garner enough votes in order to merge the two (House and Senate) passed versions of the health care bill. Doing this violated the letter of the pledge, although Obama maintains that negotiations in several congressional committees were open, televised hearings. Obama also cited an independent ethics watchdog group describe his administration as the most transparent in recent history.
The Obama administration has been characterized as much more aggressive than the Bush and other previous administrations in their response to whistleblowing and leaks to the press. Three people have been prosecuted under the rarely used Espionage Act of 1917. They include Thomas Andrews Drake, a former National Security Agency (NSA) employee who was critical of the NSA's Trailblazer Project, Stephen Jin-Woo Kim, a State Department contractor who allegedly had a conversation about North Korea with James Rosen of Fox News, and Jeffrey Sterling, who allegedly was a source for James Risen's book State of War. Risen has also been subpoenaed to reveal his sources, another rare action by the government.
Obama declared his plan for ending the Iraq War on February 27, 2009, in a speech at Camp Lejeune, North Carolina, before an audience of Marines stationed there. According to the president, combat troops will be withdrawn from Iraq by August 2010, leaving a contingent of up to 50,000 servicemen and servicewomen to continue training, advisory, and counterterrorism operations until as late as the end of 2011.
Other characteristics of the Obama administration on foreign policy include a tough stance on tax havens, continuing military operation in Pakistan, and avowed focus on diplomacy to prevent nuclear proliferation in Iran and North Korea.
On April 1, 2009, Obama and China's President, Hu Jintao, announced the establishment of the U.S.-China Strategic and Economic Dialogue and agreed to work together to build a positive, cooperative, and comprehensive U.S.-China relationship for the 21st century.
In that same month, Obama requested that Congress approve $83.4 billion of supplemental military funding, mostly for the war in Iraq and to increase troop levels in Afghanistan. The request also includes $2.2 billion to increase the size of the US military, $350 million to upgrade security along the US-Mexico border, and $400 million in counterinsurgency aid for Pakistan.
In May 2009, it was reported that Obama plans to expand the military by 20,000 employees.
On June 4, 2009, Obama delivered a speech at Cairo University in Egypt. The wide ranging speech called for a "new beginning" in relations between the Islamic world and the United States. The speech received both praise and criticism from leaders in the region. In March 2010, Secretary of State Clinton criticized the Israeli government for approving expansion of settlements in East Jerusalem.
On April 8, 2010, Obama and Russian President Dmitry Medvedev signed the latest Strategic Arms Reduction Treaty (START), a "major" nuclear arms control agreement that reduces the nuclear weapons stockpiles of both countries.
In March 2011, international reaction to Muammar Gaddafi's military crackdown on rebel forces and civilians in Libya culminated in a United Nations resolution to enforce a no fly zone in Libya. Obama authorized U.S. forces to participate in international air attacks on Libyan air defenses using Tomahawk cruise missiles to establish the protective zone.
The case review of detainee files by administration officials and prosecutors was made more difficult than expected as the Bush administration had failed to establish a coherent repository of the evidence and intelligence on each prisoner. By September 2009, prosecutors recommended to the Justice Department which detainees are eligible for trial, and the Justice Department and the Pentagon worked together to determine which of several now-scheduled trials will go forward in military tribunals and which in civilian courts. While 216 international terrorists are already held in maximum security prisons in the U.S., Congress was denying the administration funds to shut down the camp and adapt existing facilities elsewhere, arguing that the decision was "too dangerous to rush". In November, Obama stated that the U.S. would miss the January 2010 date for closing the Guantánamo Bay prison as he had ordered, acknowledging that he "knew this was going to be hard". Obama did not set a specific new deadline for closing the camp, citing that the delay was due to politics and lack of congressional cooperation. The state of Illinois has offered to sell to the federal government the Thomson Correctional Center, a new but largely unused prison, for the purpose of housing detainees. Federal officials testified at a December 23 hearing that if the state commission approves the sale for that purpose, it could take more than six months to ready the facility.
Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of Obama's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from predecessors George W. Bush and Bill Clinton, and from many countries around the world.
In April 2010, the Obama administration took the extraordinary step of authorizing the targeted killing of an American citizen, the radical Muslim cleric Anwar al-Awlaki, who was believed to have shifted from encouraging attacks on the United States to directly participating in them.
''The New York Times'' reported in 2009, that the NSA is intercepting communications of American citizens including a Congressman, although the Justice Department believed that the NSA had corrected its errors. United States Attorney General Eric Holder resumed the wiretapping according to his understanding of the Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 that Congress passed in July 2008, but without explaining what had occurred.
The American Recovery and Reinvestment Act of 2009 provides $54 billion in funds to double domestic renewable energy production, renovate federal buildings making them more energy-efficient, improve the nation's electricity grid, repair public housing, and weatherize modest-income homes.
On February 10, 2009, Obama overturned a Bush administration policy that had opened up a five-year period of offshore drilling for oil and gas near both the Atlantic and Pacific coasts. Interior Secretary Ken Salazar has been quoted as saying, "To establish an orderly process that allows us to make wise decisions based on sound information, we need to set aside" the plan "and create our own timeline".
On May 19, 2009, Obama announced a plan to increase the CAFE national standards for gasoline mileage, by creating a single new national standard that will create a car and light truck fleet in the United States that is almost 40 percent cleaner and more fuel-efficient by 2016, than it is today, with an average of 35.5 miles per gallon. Environmental advocates and industry officials welcomed the new program, but for different reasons. Environmentalists called it a long-overdue tightening of emissions and fuel economy standards after decades of government delay and industry opposition. Auto industry officials said it would provide the single national efficiency standard they have long desired, a reasonable timetable to meet it and the certainty they need to proceed with product development plans.
On March 30, 2010, Obama partially reinstated Bush administration proposals to open certain offshore areas along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska to oil and natural gas drilling. The proposals had earlier been set aside by President Obama after they were challenged in court on environmental grounds.
On May 27, 2010, Obama extended a moratorium on offshore drilling permits after the April 20, 2010 Deepwater Horizon oil spill which is considered to be the worst oil spill in U.S. history. Although BP took responsibility for the disaster and its ongoing after effects, Obama began a federal investigation along with forming a bipartisan commission to review the incident and methods to avoid it in the future. Obama visited the Gulf Coast on May 2 and May 28 and expressed his frustration on the June 8 ''NBC Today Show'', by saying "I don't sit around just talking to experts because this is a college seminar. We talk to these folks because they potentially have the best answers, so I know whose ass to kick." Obama's response to the disaster has drawn confusion and criticism within segments of the media and public.
Obama set up the Augustine panel to review the Constellation program in 2009, and announced in February 2010, that he was cutting the program from the 2011 United States federal budget, describing it as "over budget, behind schedule, and lacking in innovation." After the decision drew criticism in the United States, a new "Flexible path to Mars" plan was unveiled at a space conference in April 2010. It included new technology programs, increased R&D; spending, a focus on the International Space Station and contracting out flying crew to space to commercial providers. The new plan also increased NASA's 2011 budget to $19 billion from $18.3 billion in 2010.

On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993, that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.
Once the stimulus bill was enacted, health care reform became Obama's top domestic priority. On July 14, 2009, House Democratic leaders introduced a 1,000 page plan for overhauling the US health care system, which Obama wanted Congress to approve by the end of the year.
The U.S. Congressional Budget Office (CBO) estimated the ten-year cost to the federal government of the major insurance-related provisions of the bill at approximately $1.0 trillion. In mid-July 2009, Douglas Elmendorf, director of the CBO, testified that the proposals under consideration would significantly increase federal spending and did not include the "fundamental changes" needed to control the rapid growth in health care spending. However after reviewing the final version of the bill introduced after 14 months of debate the CBO estimated that it would reduce federal budget deficits by $143 billion over 10 years and by more than a trillion in the next decade.
After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over his administration's proposals. In March 2010, Obama gave several speeches across the country to argue for the passage of health care reform. On March 21, 2010, after Obama announced an executive order reinforcing the current law against spending federal funds for elective abortion services, the House, by a vote of 219 to 212, passed the version of the bill previously passed on December 24, 2009, by a 60-vote supermajority in the Senate. The bill, which includes over 200 Republican amendments, was passed without a single Republican vote. On March 23, 2010, President Obama signed the bill into law. Immediately following the bill's passage, the House voted in favor of a reconciliation measure to make significant changes and corrections to the Patient Protection and Affordable Care Act, which was passed by both houses with two minor alterations on March 25, 2010, and signed into law on March 30, 2010.
Obama called the elections "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.

Mao noted that most benefits were accruing not to the rural areas, where the vast majority of Chinese still lived, and who were the ostensible focus of the revolution, but to urban centers. Identity card systems channeled unequal degrees of resources, including food rations, to urbanites and rural dwellers. The "rustication" of the Cultural Revolution failed.
An experimental commune was established in Henan early in 1958, and soon communes spread throughout the country. Tens of millions were mobilised to produce a single commodity that was symbolic of industrialisation—steel. Approximately 25,000 communes were set-up, each with around 5,000 households. The hope was to industrialize by making use of the massive supply of cheap labor and avoid having to import heavy machinery. Small backyard steel furnaces were built in every commune where peasants produced small nuggets of cast iron made from scrap metal. Simultaneously, peasants communities were collectivised.
The Great Leap Forward is now widely seen, both within and outside China, as a major economic disaster. Peasants often abandoned farming to produce steel or work in other industrial production. The three years between 1959 and 1962 were known as the "Three Bitter Years," the Three Years of Natural Disasters (although this name is now rarely used in China), and the Great Leap Famine, as the Chinese people suffered from extreme shortages of food. The period had a profound impact on the history of rural life in China.
Deng Xiaoping's reforms included the introduction of planned, centralized management of the macro-economy by technically proficient bureaucrats, abandoning Mao's mass campaign style of economic construction. Deng sustained Mao's legacy to the extent that he stressed the primacy of agricultural output and encouraged a significant decentralization of decision making in the rural economy teams and individual peasant households. At the local level, material incentives, rather than political appeals, were to be used to motivate the labor force, including allowing peasants to earn extra income by selling the produce of their private plots at free market.
Rural markets selling peasants' homegrown products and the surplus products of communes were revived under the more free-market economic approach of Deng. Not only did rural markets increase agricultural output, they stimulated industrial development as well. With peasants able to sell surplus agricultural yields on the open market, domestic consumption stimulated industrialization as well and also created political support for more difficult economic reforms.
Development remains uneven, with many highly prosperous areas far outpacing deeply impoverished regions where parents have great difficulty attaining enough income to ensure their children can be sent to school, despite the already-low education fees. Indeed, educational and social imbalances are a salient feature of this uneven development.
One emerging trend since at least the 1990s is the "floating population" or "black (e.g. black market) people", rural migrants (民工 ''min gong'') entering urban areas in search of work. Until recent developments, rural residents lacked the legal permission to resettle in urban areas without approval, yet between tens and hundred of millions did resettle in search of jobs. Many have found work, in the form of construction and other sectors with relatively low wages and benefits, and high workplace hazards. Numerous social issues have developed as a result, namely discrimination of ruralites in cities, psychological isolation of rural migrants, some of which has led to crime. In this sense, then, rural life has "entered" the cities.
Lack of employment opportunities has increasingly made life in many rural regions difficult, hence the apparent enticement to resettle in urban areas. Of course, jobs are still limited, so many do relocate in cities only to find prospects much more meager than they had expected. Statistics suggest a very high proportion of residents of rural areas are unemployed or underemployed.
The development of Special Economic Zones also spurred rural growth in some parts of China.
In pursuit of the last goal, the party work teams convened extensive series of meetings, and they classified all the village families either as landlords, rich peasants, middle peasants, or poor peasants. These labels, based on family landholdings and overall economic position roughly between 1945 and 1950, became a permanent and hereditary part of every family's identity and, as late as 1980, still affected, for example, such things as chances for admission to the armed forces, colleges, universities, and local administrative posts and even marriage prospects.
The collectivization of agriculture was essentially completed with the establishment of the people's communes in 1958. Communes were large, embracing scores of villages. They were intended to be multipurpose organizations, combining economic and local administrative functions. Under the commune system the household remained the basic unit of consumption, and some differences in standards of living remained, although they were not as marked as they had been before land reform. Under such a system, however, upward mobility required becoming a team or commune cadre or obtaining a scarce technical position such as a being a truck driver.
The agricultural reforms of the early 1980s led to a confusingly large number of new production arrangements and contracts. Underlying the variability of administrative and contractual forms were several basic principles and trends. In the first place, land, the fundamental means of production, remained collective property. It was leased, allocated, or contracted to individual households, but the households did not own the land and could not transfer it to other households. The household became, in most cases, the basic economic unit and was responsible for its own production and losses. Most economic activity was arranged through contracts, which typically secured promises to provide a certain amount of a commodity or sum of money to the township government in return for the use of land, or workshops, or tractors.
The goal of the contracting system was to increase efficiency in the use of resources and to tap peasant initiative. The rigid requirement that all villages produce grain was replaced by recognition of the advantages of specialization and exchange, as well as a much greater role for markets. Some "specialized households" devoted themselves entirely to production of cash crops or provision of services and reaped large rewards. The overall picture was one of increasing specialization, differentiation, and exchange in the rural economy and in society in general. Rural incomes increased rapidly, in part because the state substantially increased the prices it paid for staple crops and in part because of economic growth stimulated by the expansion of markets and the rediscovery of comparative advantage.
Decollectivization obviated the supervisory functions of low-level cadres, who no longer needed to oversee work on the collective fields. Some cadres became full-time administrators in township offices, and others took advantage of the reforms by establishing specialized production households or by leasing collective property at favorable rates. Former cadres, with their networks of connections and familiarity with administrative procedures, were in a better position than ordinary farmers to take advantage of the opportunities offered by the growth of markets and commercial activity. Even those cadres not wholly devoted to increasing their own families' income found that to serve their fellow villagers as expected it was necessary to act as entrepreneurs. Village-level cadres in the mid-1980s were functioning less as overseers and more as extension agents and marketing consultants.
By 1987 rural society was more open and diverse than in the 1960s and 1970s, and the rigid collective units of that period, which had reflected the state's overwhelming concern for security, had been replaced by networks and clusters of smaller units. The new, looser structure demonstrated the priority placed on efficiency and economic growth. Basic security, in the sense of an adequate supply of food and guarantees of support for the disabled, orphaned, or aged, was taken for granted. Less than half of China's population remembered the insecurity and risks of pre-1950 society, but the costs and inefficiencies of the collective system were fresh in their minds. Increased specialization and division of labor were trends not likely to be reversed. In the rural areas the significance of the work unit appeared to have diminished, although people still lived in villages, and the actions of low-level administrative cadres still affected ordinary farmers or petty traders in immediate ways.
The state and its officials still dominated the economy, controlled supplies of essential goods, taxed and regulated businesses and markets, and awarded contracts. The stratification system of the Maoist period had been based on a hierarchy of functionally unspecialized cadres directing the labors of a fairly uniform mass of peasants. It was replaced in the 1980s by a new elite of economically specialized households and entrepreneurs who had managed to come to terms with the administrative cadres who controlled access to many of the resources necessary for economic success. Local cadres still had the power to impose fees, taxes, and all manner of exactions. The norms of the new system were not clear, and the economic and social system continued to change in response to the rapid growth of rural commerce and industry and to national economic policies and reforms.
In late traditional society, family size and structural complexity varied directly with class. Rural landlords and government officials had the largest families, poor peasants the smallest. The poorest segment of the population, landless laborers, could not afford to marry and start families. The need to provide for old age and the general association between the numbers of sons surviving to adulthood and long-term family success motivated individuals to create various non-standard family forms. Couples who produced no sons, or no children at all, adopted or purchased infants outright. Families with daughters but no sons tried to find men willing to marry their daughters and move into their families, abandoning their original families and sometimes even their original surnames. Families with daughters but no property to attract a son-in-law were sometimes forced to sell their daughters as concubines or prostitutes. The variation in family size and complexity was the result of variation in class position and of the dual role of the household as both family and economic enterprise.
In contemporary society, rural families no longer own land or pass it down to the next generation. They may, however, own and transmit houses. Rural families pay medical expenses and school fees for their children. Under the people's commune system in force from 1958 to 1982, the income of a peasant family depended directly on the number of laborers it contributed to the collective fields. This, combined with concern over the level of support for the aged or disabled provided by the collective unit, encouraged peasants to have many sons. Under the agricultural reforms that began in the late 1970s, households took on an increased and more responsible economic role. The labor of family members is still the primary determinant of income. But rural economic growth and commercialization increasingly have rewarded managerial and technical skills and have made unskilled farm labor less desirable. As long as this economic trend continues in the countryside in the late 1980s, peasant families are likely to opt for fewer but better educated children.
The consequence of the general changes in China's economy and the greater separation of families and economic enterprises has been a greater standardization of family forms since 1950. In 1987 most families approximated the middle peasant (a peasant owning some land) norm of the past. Such a family consisted of five or six people and was based on marriage between an adult son and an adult woman who moved into her husband's family. The variant family forms - either the very large and complex or those based on minor, nonstandard forms of marriage - were much less common. The state had outlawed concubinage, child betrothal, and the sale of infants or females, all of which were formerly practiced, though not common. Increased life expectancy meant that a greater proportion of infants survived to adulthood and that more adults lived into their sixties or seventies. More rural families were able to achieve the traditional goal of a three-generation family in the 1980s. There were fewer orphans and young or middle-aged widows or widowers. Far fewer men were forced to retain lifelong single status. Divorce, although possible, was rare, and families were stable, on-going units.
A number of traditional attitudes toward the family have survived without being questioned. It is taken for granted that everyone should marry, and marriage remains part of the definition of normal adult status. Marriage is expected to be permanent. That marriage requires a woman to move into her husband's family and to become a daughter-in-law as well as a wife is still largely accepted. The norm of patrilineal descent and the assumption that it is sons who bear the primary responsibility for their aged parents remain. The party and government have devoted great effort to controlling the number of births and have attempted to limit the number of children per couple. But the authorities have not attempted to control population growth by suggesting that some people should not marry at all.
In the past, kinship principles were extended beyond the domestic group and were used to form large-scale groups, such as lineages. Lineages were quite distinct from families; they were essentially corporate economic-political groups. They controlled land and, in some areas of China, dominated whole villages and sets of villages and held title to most of the farmland. Like most other late traditional associations, lineages were dominated by wealthy and educated elites. Ordinary peasants paid as much of their crop to their lineage group as they might have to a landlord. The Communists denounced these organizations as feudal systems by means of which landlords exploited others. The lineages were suppressed in the early 1950s and their land confiscated and redistributed in the land reform. Communal worship of distant lineage ancestors lost much of its justification with the dissolution of the lineage estate and was easily suppressed over the next several years. Domestic ancestor worship, in which members of a single family worshiped and memorialized their immediate ancestors, continued at least until 1966 and 1967, in the early stages of the Cultural Revolution, when Red Guards destroyed altars and ancestral tablets. In 1987 the party was still condemning ancestor worship as superstitious but had made little effort to end it.
In the past, marriage was seen as the concern of families as well as of the two parties to the match. Families united by marriage were expected to be of equivalent status, or the groom's family to be of somewhat higher status. This aspect of marriage patterns has continued while the definitions of status have changed. Because inherited wealth was eliminated as a significant factor, evaluation had been shifted to estimates of earning power and future prosperity. The most desirable husbands have been administrative cadres, party members, and employees of large state enterprises. Conversely, men from poor villages have had difficulty finding wives. From the early 1950s to the late 1970s, when hereditary class labels were very significant, anyone with a "counter-revolutionary" background, that is, anyone previously identified with the landlord or even rich peasant class, was a bad prospect for marriage. Such pariahs often had no choice but to marry the offspring of other families with "bad" class backgrounds. At the other end of the social scale, there appeared to be a high level of intermarriage among the children of high-level cadres.
Before 1950 clusters of villages centered on small market towns that linked them to the wider economy and society. Most peasants were only a few hours' walk or less from a market town, which provided not only opportunities to buy and sell but also opportunities for entertainment, information, social life, and a host of specialized services. The villages around a market formed a social unit that, although less immediately visible than the villages, was equally significant.
From the early 1950s on, China's revolutionary government made great efforts to put the state and its ideology into direct contact with the villages and to sweep aside the intermediaries and brokers who had traditionally interpreted central policies and national values for villagers. The state and the party were generally successful, establishing unprecedented degrees of political and ideological integration of villages into the state and of village-level awareness of state policies and political goals.
The unintended consequence of the economic and political policies of the 1950s and 1960s was to increase the closed, corporate quality of China's villages and to narrow the social horizons of villagers. Land reform and the reorganization of villages as subunits of people's communes meant that villages became collective landholding units and had clear boundaries between their lands and those of adjacent villages. Central direction of labor on collective fields made the former practices of swapping labor between villages impossible. The household registration and rationing systems confined villagers to their home settlements and made it impossible for them to seek their fortune elsewhere. Cooperation with fellow villagers and good relations with village leaders became even more important than they had been in the past. The suppression of rural markets, which accompanied the drive for self-sufficiency in grain production and other economic activities, had severe social as well as economic consequences. Most peasants had neither reason nor opportunity for regular trips to town, and their opportunities for exchange and cooperation with residents of other villages were diminished. Villages became work units, with all that that implied.
Decollectivization in the early 1980s resulted in the revival of rural marketing, and a limited relaxation of controls on out-migration opened villages and diminished the social boundaries around them. The social world of peasants expanded, and the larger marketing community took on more significance as that of the village proper was diminished. Village membership, once the single most important determinant of an individual's circumstances, became only one of a number of significant factors, which also included occupation, personal connections, and managerial talent.
In the late 20th and early 21st century, the availability and quality of health care varied widely from city to countryside. According to 1982 census data, in rural areas the crude death rate was 1.6 per 1,000 higher than in urban areas, and life expectancy was about 4 years lower. The number of senior physicians per 1,000 population was about 10 times greater in urban areas than in rural ones; state expenditure on medical care was more than -Y26 per capita in urban areas and less than -Y3 per capita in rural areas. There were also about twice as many hospital beds in urban areas as in rural areas. These are aggregate figures, however, and certain rural areas had much better medical care and nutritional levels than others.

He served three terms representing the 13th District in the Illinois Senate from 1997 to 2004.
Following an unsuccessful bid against the Democratic incumbent for a seat in the United States House of Representatives in 2000, Obama ran for the United States Senate in 2004. Several events brought him to national attention during the campaign, including his victory in the March 2004 Illinois Democratic primary for the Senate election and his keynote address at the Democratic National Convention in July 2004. He won election to the U.S. Senate in Illinois in November 2004. His presidential campaign began in February 2007, and after a close campaign in the 2008 Democratic Party presidential primaries against Hillary Rodham Clinton, he won his party's nomination. In the 2008 presidential election, he defeated Republican nominee John McCain, and was inaugurated as president on January 20, 2009. In October 2009, Obama was named the 2009 Nobel Peace Prize laureate.
As president, Obama signed economic stimulus legislation in the form of the American Recovery and Reinvestment Act of 2009 and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. Other domestic policy initiatives include the Patient Protection and Affordable Care Act, the Dodd–Frank Wall Street Reform and Consumer Protection Act, the Don't Ask, Don't Tell Repeal Act of 2010 and the Budget Control Act of 2011. In foreign policy, he ended the war in Iraq, increased troop levels in Afghanistan, signed the New START arms control treaty with Russia, ordered US involvement in the 2011 Libya military intervention, and ordered the military operation that resulted in the death of Osama bin Laden. In April 2011, Obama declared his intention to seek re-election in the 2012 presidential election.
After her divorce, Dunham married Indonesian student Lolo Soetoro, who was attending college in Hawaii. When Suharto, a military leader in Soetoro's home country, came to power in 1967, all Indonesian students studying abroad were recalled, and the family moved to the Menteng neighborhood of Jakarta. From ages six to ten, Obama attended local schools in Jakarta, including Besuki Public School and St. Francis of Assisi School. Because of his childhood background, today Obama is quite popular in Indonesia.
In 1971, Obama returned to Honolulu to live with his maternal grandparents, Madelyn and Stanley Armour Dunham, and with the aid of a scholarship he attended Punahou School, a private college preparatory school, from the fifth grade until his graduation from high school in 1979. Obama's mother returned to Hawaii in 1972, remaining there until 1977 when she went back to Indonesia to work as an anthropological field worker. She finally returned to Hawaii in 1994 and lived there for one year, before dying of ovarian cancer.
Of his early childhood, Obama recalled, "That my father looked nothing like the people around me—that he was black as pitch, my mother white as milk—barely registered in my mind." He described his struggles as a young adult to reconcile social perceptions of his multiracial heritage. Reflecting later on his formative years in Honolulu, Obama wrote: "The opportunity that Hawaii offered—to experience a variety of cultures in a climate of mutual respect—became an integral part of my world view, and a basis for the values that I hold most dear." Obama has also written and talked about using alcohol, marijuana and cocaine during his teenage years to "push questions of who I was out of my mind." At the 2008 Civil Forum on the Presidency, Obama identified his high-school drug use as a great moral failure.
Following high school, Obama moved to Los Angeles in 1979 to attend Occidental College. In February 1981, he made his first public speech, calling for Occidental's disinvestment from South Africa due to its policy of apartheid. In mid-1981, Obama traveled to Indonesia to visit his mother and sister Maya, and visited the families of college friends in Pakistan and India for three weeks.
Later in 1981, he transferred to Columbia University in New York City, where he majored in political science with a specialty in international relations and graduated with a Bachelor of Arts in 1983. He worked for a year at the Business International Corporation, then at the New York Public Interest Research Group.
In late 1988, Obama entered Harvard Law School. He was selected as an editor of the ''Harvard Law Review'' at the end of his first year, and president of the journal in his second year. During his summers, he returned to Chicago, where he worked as an associate at the law firms of Sidley Austin in 1989 and Hopkins & Sutter in 1990. After graduating with a J.D. ''magna cum laude'' from Harvard in 1991, he returned to Chicago. Obama's election as the first black president of the ''Harvard Law Review'' gained national media attention and led to a publishing contract and advance for a book about race relations, which evolved into a personal memoir. The manuscript was published in mid-1995 as ''Dreams from My Father''.
From April to October 1992, Obama directed Illinois's Project Vote, a voter registration drive with ten staffers and seven hundred volunteer registrars; it achieved its goal of registering 150,000 of 400,000 unregistered African Americans in the state, and led to ''Crain's Chicago Business'' naming Obama to its 1993 list of "40 under Forty" powers to be. In 1993 he joined Davis, Miner, Barnhill & Galland, a 13-attorney law firm specializing in civil rights litigation and neighborhood economic development, where he was an associate for three years from 1993 to 1996, then of counsel from 1996 to 2004, with his law license becoming inactive in 2002.
From 1994 to 2002, Obama served on the boards of directors of the Woods Fund of Chicago, which in 1985 had been the first foundation to fund the Developing Communities Project; and of the Joyce Foundation. Once elected, Obama gained bipartisan support for legislation reforming ethics and health care laws. He sponsored a law increasing tax credits for low-income workers, negotiated welfare reform, and promoted increased subsidies for childcare. In 2001, as co-chairman of the bipartisan Joint Committee on Administrative Rules, Obama supported Republican Governor Ryan's payday loan regulations and predatory mortgage lending regulations aimed at averting home foreclosures.
Obama was reelected to the Illinois Senate in 1998, defeating Republican Yesse Yehudah in the general election, and was reelected again in 2002. In 2000, he lost a Democratic primary run for the U.S. House of Representatives to four-term incumbent Bobby Rush by a margin of two to one.
In January 2003, Obama became chairman of the Illinois Senate's Health and Human Services Committee when Democrats, after a decade in the minority, regained a majority. He sponsored and led unanimous, bipartisan passage of legislation to monitor racial profiling by requiring police to record the race of drivers they detained, and legislation making Illinois the first state to mandate videotaping of homicide interrogations. During his 2004 general election campaign for U.S. Senate, police representatives credited Obama for his active engagement with police organizations in enacting death penalty reforms. Obama resigned from the Illinois Senate in November 2004 following his election to the U.S. Senate.
In May 2002, Obama commissioned a poll to assess his prospects in a 2004 U.S. Senate race; he created a campaign committee, began raising funds and lined up political media consultant David Axelrod by August 2002, and formally announced his candidacy in January 2003.
Obama was an early opponent of the George W. Bush administration's 2003 invasion of Iraq. On October 2, 2002, the day President Bush and Congress agreed on the joint resolution authorizing the Iraq War, Obama addressed the first high-profile Chicago anti-Iraq War rally, and spoke out against the war. He addressed another anti-war rally in March 2003 and told the crowd that "it's not too late" to stop the war. Decisions by Republican incumbent Peter Fitzgerald and his Democratic predecessor Carol Moseley Braun to not participate in the election resulted in wide-open Democratic and Republican primary contests involving fifteen candidates. In the March 2004 primary election, Obama won in an unexpected landslide—which overnight made him a rising star within the national Democratic Party, started speculation about a presidential future, and led to the reissue of his memoir, ''Dreams from My Father''.
In July 2004, Obama delivered the keynote address at the 2004 Democratic National Convention in Boston, Massachusetts, and it was seen by 9.1 million viewers. His speech was well received and elevated his status within the Democratic Party.
Obama's expected opponent in the general election, Republican primary winner Jack Ryan, withdrew from the race in June 2004. Six weeks later, Alan Keyes accepted the Illinois Republican Party's nomination to replace Ryan. In the November 2004 general election, Obama won with 70 percent of the vote.
Obama was sworn in as a senator on January 3, 2005, becoming the only Senate member of the Congressional Black Caucus. ''CQ Weekly'' characterized him as a "loyal Democrat" based on analysis of all Senate votes in 2005–2007. Obama announced on November 13, 2008, that he would resign his Senate seat on November 16, 2008, before the start of the lame-duck session, to focus on his transition period for the presidency.
Obama cosponsored the Secure America and Orderly Immigration Act. He introduced two initiatives bearing his name: Lugar–Obama, which expanded the Nunn–Lugar cooperative threat reduction concept to conventional weapons; and the Federal Funding Accountability and Transparency Act of 2006, which authorized the establishment of USAspending.gov, a web search engine on federal spending. On June 3, 2008, Senator Obama—along with Senators Tom Carper, Tom Coburn, and John McCain—introduced follow-up legislation: Strengthening Transparency and Accountability in Federal Spending Act of 2008.
Obama sponsored legislation that would have required nuclear plant owners to notify state and local authorities of radioactive leaks, but the bill failed to pass in the full Senate after being heavily modified in committee. Regarding tort reform, Obama voted for the Class Action Fairness Act of 2005 and the FISA Amendments Act of 2008, which grants immunity from civil liability to telecommunications companies complicit with NSA warrantless wiretapping operations.
In December 2006, President Bush signed into law the Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act, marking the first federal legislation to be enacted with Obama as its primary sponsor. In January 2007, Obama and Senator Feingold introduced a corporate jet provision to the Honest Leadership and Open Government Act, which was signed into law in September 2007. Obama also introduced Deceptive Practices and Voter Intimidation Prevention Act, a bill to criminalize deceptive practices in federal elections, and the Iraq War De-Escalation Act of 2007, neither of which has been signed into law.
Later in 2007, Obama sponsored an amendment to the Defense Authorization Act adding safeguards for personality-disorder military discharges. This amendment passed the full Senate in the spring of 2008. He sponsored the Iran Sanctions Enabling Act supporting divestment of state pension funds from Iran's oil and gas industry, which has not passed committee; and co-sponsored legislation to reduce risks of nuclear terrorism. Obama also sponsored a Senate amendment to the State Children's Health Insurance Program, providing one year of job protection for family members caring for soldiers with combat-related injuries.
A large number of candidates entered the Democratic Party presidential primaries. The field narrowed to a duel between Obama and Senator Hillary Rodham Clinton after early contests, with the race remaining close throughout the primary process but with Obama gaining a steady lead in pledged delegates due to better long-range planning, superior fundraising, dominant organizing in caucus states, and better exploitation of delegate allocation rules. On June 7, 2008, Clinton ended her campaign and endorsed Obama.
On August 23, Obama announced his selection of Delaware Senator Joe Biden as his vice presidential running mate. Biden was selected from a field speculated to include former Indiana Governor and Senator Evan Bayh and Virginia Governor Tim Kaine. At the Democratic National Convention in Denver, Colorado, Hillary Clinton called for her delegates and supporters to endorse Obama, and she and Bill Clinton gave convention speeches in support of Obama. Obama delivered his acceptance speech, not at the convention center where the Democratic National Convention was held, but at Invesco Field at Mile High to a crowd of over 75,000 and presented his policy goals; the speech was viewed by over 38 million people worldwide.
During both the primary process and the general election, Obama's campaign set numerous fundraising records, particularly in the quantity of small donations. On June 19, 2008, Obama became the first major-party presidential candidate to turn down public financing in the general election since the system was created in 1976.
McCain was nominated as the Republican candidate and the two engaged in three presidential debates in September and October 2008. On November 4, Obama won the presidency with 365 electoral votes to 173 received by McCain. Obama won 52.9% of the popular vote to McCain's 45.7%. He became the first African American to be elected president. Obama delivered his victory speech before hundreds of thousands of supporters in Chicago's Grant Park.
In March 2009, Obama reversed a Bush-era policy which had limited funding of embryonic stem cell research. Obama stated that he believed "sound science and moral values ... are not inconsistent" and pledged to develop "strict guidelines" on the research.
Obama appointed two women to serve on the Supreme Court in the first two years of his Presidency. Sonia Sotomayor, nominated by Obama on May 26, 2009, to replace retiring Associate Justice David Souter, was confirmed on August 6, 2009, becoming the first Hispanic to be a Supreme Court Justice. Elena Kagan, nominated by Obama on May 10, 2010, to replace retiring Associate Justice John Paul Stevens, was confirmed on August 5, 2010, bringing the number of women sitting simultaneously on the Court to three, for the first time in American history.
On September 30, 2009, the Obama administration proposed new regulations on power plants, factories and oil refineries in an attempt to limit greenhouse gas emissions and to curb global warming.
On October 8, 2009, Obama signed the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, a measure that expands the 1969 United States federal hate-crime law to include crimes motivated by a victim's actual or perceived gender, sexual orientation, gender identity, or disability.
On March 30, 2010, Obama signed the Health Care and Education Reconciliation Act, a reconciliation bill which ends the process of the federal government giving subsidies to private banks to give out federally insured loans, increases the Pell Grant scholarship award, and makes changes to the Patient Protection and Affordable Care Act.
In a major space policy speech in April 2010, Obama announced a planned change in direction at NASA, the U.S. space agency. He ended plans for a return of human spaceflight to the moon and ended development of the Ares I rocket, Ares V rocket and Constellation program. He is focusing funding (which is expected to rise modestly) on Earth science projects and a new rocket type, as well as research and development for an eventual manned mission to Mars. Missions to the International Space Station are expected to continue until 2020.
On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993 that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.
On January 25, 2011, in his 2011 State of the Union Address, President Obama focused strongly on the themes of education and innovation, stressing the importance of innovation economics in working to make the United States more competitive globally. Among other plans and goals, Obama spoke of enacting a five-year freeze in domestic spending, eliminating tax breaks for oil companies and tax cuts for the wealthiest two percent of Americans, banning congressional earmarks, and reducing healthcare costs. Looking to the future, Obama promised that by 2015, the United States would have one million electric vehicles on the road and by 2035, clean-energy sources would be providing 80 percent of U.S. electricity.

[[Vice President of the United States|Vice President Joe Biden stands behind him.]] In March, Obama's Treasury Secretary, Timothy Geithner, took further steps to manage the financial crisis, including introducing the Public-Private Investment Program for Legacy Assets, which contains provisions for buying up to $2 trillion in depreciated real estate assets. Obama intervened in the troubled automotive industry in March 2009, renewing loans for General Motors and Chrysler to continue operations while reorganizing. Over the following months the White House set terms for both firms' bankruptcies, including the sale of Chrysler to Italian automaker Fiat and a reorganization of GM giving the U.S. government a temporary 60% equity stake in the company, with the Canadian government shouldering a 12% stake. In June 2009, dissatisfied with the pace of economic stimulus, Obama called on his cabinet to accelerate the investment. He signed into law the Car Allowance Rebate System, known colloquially as "Cash for Clunkers", that temporarily boosted the economy.
Although spending and loan guarantees from the Federal Reserve and the Treasury Department authorized by the Bush and Obama administrations totaled about $11.5 trillion, only $3 trillion had actually been spent by the end of November 2009. However, Obama and the Congressional Budget Office predicted that the 2010 budget deficit will be $1.5 trillion or 10.6% of the nation's gross domestic product (GDP) compared to the 2009 deficit of $1.4 trillion or 9.9% of GDP. For 2011, the administration predicted the deficit will slightly shrink to $1.34 trillion, while the 10-year deficit will increase to $8.53 trillion or 80% of GDP. The most recent increase in the U.S. debt ceiling to $14.3 trillion was signed into law on February 12, 2010. On August 2, 2011, after a lengthy congressional debate over whether to raise the nation's debt limit, Obama signed the bipartisan Budget Control Act of 2011. The legislation enforces limits on discretionary spending until 2021, establishes a procedure to increase the debt limit, creates a Congressional Joint Select Committee on Deficit Reduction to propose further deficit reduction with a stated goal of achieving at least $1.5 trillion in budgetary savings over 10 years, and establishes automatic procedures for reducing spending by as much as $1.2 trillion if legislation originating with the new joint select committee does not achieve such savings. By passing the legislation, Congress was able to prevent an unprecedented U.S. government default on its obligations.
The unemployment rate rose in 2009, reaching a peak in October at 10.1% and averaging 10.0% in the fourth quarter. Following a decrease to 9.7% in the first quarter of 2010, the unemployment rate fell to 9.6% in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8%, which was less than the average of 1.9% experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a 1.6% pace, followed by a 5.0% increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7% in the first quarter, with lesser gains throughout the rest of the year. In July 2010, the Federal Reserve expressed that although economic activity continued to increase, its pace had slowed and its Chairman, Ben Bernanke, stated that the economic outlook was "unusually uncertain." Overall, the economy expanded at a rate of 2.9% in 2010.
The Congressional Budget Office and a broad range of economists credit Obama's stimulus plan for economic growth. The CBO released a report stating that the stimulus bill increased employment by 1–2.1 million, while conceding that "It is impossible to determine how many of the reported jobs would have existed in the absence of the stimulus package." Although an April 2010 survey of members of the National Association for Business Economics showed an increase in job creation (over a similar January survey) for the first time in two years, 73% of the 68 respondents believed that the stimulus bill has had no impact on employment.
Within a month of the 2010 midterm elections, Obama announced a compromise deal with the Congressional Republican leadership that included a temporary, two-year extension of the 2001 and 2003 income tax rates, a one-year payroll tax reduction, continuation of unemployment benefits, and a new rate and exemption amount for estate taxes. The compromise overcame opposition from some in both parties, and the resulting $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 passed with bipartisan majorities in both houses of Congress before Obama signed it on December 17, 2010.
Obama called for Congress to pass legislation reforming health care in the United States, a key campaign promise and a top legislative goal. He proposed an expansion of health insurance coverage to cover the uninsured, to cap premium increases, and to allow people to retain their coverage when they leave or change jobs. His proposal was to spend $900 billion over 10 years and include a government insurance plan, also known as the public option, to compete with the corporate insurance sector as a main component to lowering costs and improving quality of health care. It would also make it illegal for insurers to drop sick people or deny them coverage for pre-existing conditions, and require every American carry health coverage. The plan also includes medical spending cuts and taxes on insurance companies that offer expensive plans.
On July 14, 2009, House Democratic leaders introduced a 1,017-page plan for overhauling the U.S. health care system, which Obama wanted Congress to approve by the end of 2009. After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over his administration's proposals. In March 2009, Obama lifted a ban on stem cell research.
On November 7, 2009, a health care bill featuring the public option was passed in the House. On December 24, 2009, the Senate passed its own bill—without a public option—on a party-line vote of 60–39. On March 21, 2010, the Patient Protection and Affordable Care Act passed by the Senate in December was passed in the House by a vote of 219 to 212. Obama signed the bill into law on March 23, 2010.
The Patient Protection and Affordable Care Act includes health-related provisions to take effect over four years, including expanding Medicaid eligibility for people making up to 133% of the federal poverty level (FPL) starting in 2014, subsidizing insurance premiums for people making up to 400% of the FPL ($88,000 for family of four in 2010) so their maximum "out-of-pocket" payment for annual premiums will be from 2% to 9.5% of income, providing incentives for businesses to provide health care benefits, prohibiting denial of coverage and denial of claims based on pre-existing conditions, establishing health insurance exchanges, prohibiting insurers from establishing annual coverage caps, and support for medical research. According to White House and Congressional Budget Office figures, the maximum share of income that enrollees would have to pay for the "silver" healthcare plan would vary depending on their income relative to the federal poverty level, as follows: for families with income 133–150% of FPL will be 3-4% of income, for families with income of 150–200% of FPL will be 4-6.3% of income, for families with income 200–250% of FPL will be 6.3-8.05% of income, for families with income 250-300% of FPL will be 8.05-9.5% of income, for families with income from 300 to 400% of FPL will be 9.5% of income.
The costs of these provisions are offset by a variety of taxes, fees, and cost-saving measures, such as new Medicare taxes for those in high-income brackets, taxes on indoor tanning, cuts to the Medicare Advantage program in favor of traditional Medicare, and fees on medical devices and pharmaceutical companies; there is also a tax penalty for those who do not obtain health insurance, unless they are exempt due to low income or other reasons. The Congressional Budget Office estimates that the net effect of both laws will be a reduction in the federal deficit by $143 billion over the first decade.
On March 19, Obama continued his outreach to the Muslim world, releasing a New Year's video message to the people and government of Iran. This attempt at outreach was rebuffed by the Iranian leadership. In April, Obama gave a speech in Ankara, Turkey, which was well received by many Arab governments. On June 4, 2009, Obama delivered a speech at Cairo University in Egypt calling for "a new beginning" in relations between the Islamic world and the United States and promoting Middle East peace.
On June 26, 2009, in response to the Iranian government's actions towards protesters following Iran's 2009 presidential election, Obama said: "The violence perpetrated against them is outrageous. We see it and we condemn it." On July 7, while in Moscow, he responded to a Vice President Biden comment on a possible Israeli military strike on Iran by saying: "We have said directly to the Israelis that it is important to try and resolve this in an international setting in a way that does not create major conflict in the Middle East."
On September 24, 2009, Obama became the first sitting U.S. president to preside over a meeting of the United Nations Security Council.
In March 2010, Obama took a public stance against plans by the government of Israeli Prime Minister Benjamin Netanyahu to continue building Jewish housing projects in predominantly Arab neighborhoods of East Jerusalem. During the same month, an agreement was reached with the administration of Russian President Dmitry Medvedev to replace the 1991 Strategic Arms Reduction Treaty with a new pact reducing the number of long-range nuclear weapons in the arsenals of both countries by about one-third. The New START treaty was signed by Obama and Medvedev in April 2010, and was ratified by the U.S. Senate in December 2010.
During his presidential transition, President-elect Obama announced that he would retain the incumbent Defense Secretary, Robert Gates, in his Cabinet.
On February 27, 2009, Obama declared that combat operations would end in Iraq within 18 months. His remarks were made to a group of Marines preparing for deployment to Afghanistan. Obama said, "Let me say this as plainly as I can: By August 31, 2010, our combat mission in Iraq will end." The Obama administration scheduled the withdrawal of combat troops to be completed by August 2010, decreasing troops levels from 142,000 while leaving a transitional force of 35,000 to 50,000 in Iraq until the end of 2011. On August 19, 2010, the last United States combat brigade exited Iraq. The plan is to transition the mission of the remaining troops from combat operations to counter-terrorism and the training, equipping, and advising of Iraqi security forces. On August 31, 2010, Obama announced that the United States combat mission in Iraq was over. On October 21, 2011 President Obama announced that all U.S. troops would leave Iraq in time to be, "home for the holidays".
Early in his presidency, Obama moved to bolster U.S. troop strength in Afghanistan. He announced an increase to U.S. troop levels of 17,000 in February 2009 to "stabilize a deteriorating situation in Afghanistan", an area he said had not received the "strategic attention, direction and resources it urgently requires". He replaced the military commander in Afghanistan, General David D. McKiernan, with former Special Forces commander Lt. Gen. Stanley A. McChrystal in May 2009, indicating that McChrystal's Special Forces experience would facilitate the use of counterinsurgency tactics in the war. On December 1, 2009, Obama announced the deployment of an additional 30,000 military personnel to Afghanistan. He also proposed to begin troop withdrawals 18 months from that date. McChrystal was replaced by David Petraeus in June 2010, after McChrystal's staff criticized White House personnel in a magazine article.
In 2011, Obama's Ambassador to the United Nations vetoed a resolution condemning Israeli settlements, with the U.S. the only nation on the Security Council doing so. Like previous American presidential administrations, Obama supports the two-state solution to the Arab-Israeli conflict based on the 1967 borders with land swaps.
In March 2011, as forces loyal to Muammar Gaddafi advanced on rebels across Libya, formal calls for a no-fly zone came in from around the world, including Europe, the Arab League, and a resolution passed unanimously by the U.S. Senate. In response to the unanimous passage of United Nations Security Council Resolution 1973 on March 17, Gaddafi who had previously vowed to "show no mercy" to the citizens of Benghazi—announced an immediate cessation of military activities, yet reports came in that his forces continued shelling Misrata. The next day, on Obama's orders, the U.S. military took a lead role in air strikes to destroy the Libyan government's air defense capabilities in order to protect civilians and enforce a no-fly-zone, including the use of Tomahawk missiles, B-2 Spirits, and fighter jets. Six days later, on March 25, by unanimous vote of all of its 28 members, NATO took over leadership of the effort, dubbed Operation Unified Protector. Some Representatives questioned whether Obama had the constitutional authority to order military action in addition to questioning its cost, structure and aftermath.

Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to President Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of the President's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from former Presidents Bill Clinton and George W. Bush, and from many countries around the world.
Obama called the November 2, 2010 election, where the Democratic Party lost 63 seats in, and control of, the House of Representatives, "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.
Obama is frequently referred to as an exceptional orator. During his pre-inauguration transition period and continuing into his presidency, Obama has delivered a series of weekly Internet video addresses.
According to the Gallup Organization, Obama began his presidency with a 68% approval rating before gradually declining for the rest of the year, and eventually bottoming out at 41% in August 2010, a trend similar to Ronald Reagan's and Bill Clinton's first years in office. Obama won Best Spoken Word Album Grammy Awards for abridged audiobook versions of ''Dreams from My Father'' in February 2006 and for ''The Audacity of Hope'' in February 2008. His concession speech after the New Hampshire primary was set to music by independent artists as the music video "Yes We Can", which was viewed 10 million times on YouTube in its first month and received a Daytime Emmy Award. In December 2008, ''Time'' magazine named Obama as its Person of the Year for his historic candidacy and election, which it described as "the steady march of seemingly impossible accomplishments".
On October 9, 2009, the Norwegian Nobel Committee announced that Obama had won the 2009 Nobel Peace Prize "for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples". Obama accepted this award in Oslo, Norway on December 10, 2009, with "deep gratitude and great humility." The award drew a mixture of praise and criticism from world leaders and media figures. Obama is the fourth U.S. president to be awarded the Nobel Peace Prize and the third to become a Nobel laureate while in office.
In a 2010 Siena College poll of 238 presidential scholars, Obama was ranked 15th out of 43, with high ratings for imagination, communication ability and intelligence and a low rating for background (family, education and experience).

Obama was known as "Barry" in his youth, but asked to be addressed with his given name during his college years. Besides his native English, Obama speaks Indonesian at the conversational level, which he learned during his four childhood years in Jakarta. He plays basketball, a sport he participated in as a member of his high school's varsity team.
Obama is a well known supporter of the Chicago White Sox, and threw out the first pitch at the 2005 ALCS when he was still a senator. In 2009, he threw out the ceremonial first pitch at the all star game while wearing a White Sox jacket. He is also primarily a Chicago Bears fan in the NFL, but in his childhood and adolesence was a fan of the Pittsburgh Steelers, and recently rooted for them ahead of their victory in Super Bowl XLIII 12 days after Obama took office as President.
In June 1989, Obama met Michelle Robinson when he was employed as a summer associate at the Chicago law firm of Sidley Austin. Assigned for three months as Obama's adviser at the firm, Robinson joined him at group social functions, but declined his initial requests to date. They began dating later that summer, became engaged in 1991, and were married on October 3, 1992. The couple's first daughter, Malia Ann, was born on July 4, 1998, followed by a second daughter, Natasha ("Sasha"), on June 10, 2001. Applying the proceeds of a book deal, the family moved in 2005 from a Hyde Park, Chicago condominium to a $1.6 million house in neighboring Kenwood, Chicago. On September 27, 2010, Obama released a statement commenting on his religious views saying "I'm a Christian by choice. My family didn't—frankly, they weren't folks who went to church every week. And my mother was one of the most spiritual people I knew, but she didn't raise me in the church. So I came to my Christian faith later in life, and it was because the precepts of Jesus Christ spoke to me in terms of the kind of life that I would want to lead—being my brothers' and sisters' keeper, treating others as they would treat me."
Obama was baptized at the Trinity United Church of Christ, a black liberation church, in 1988, and was an active member there for two decades. Obama resigned from Trinity during the Presidential campaign after controversial statements made by Rev. Jeremiah Wright became public. Unlike her academic sisters, Cornish has stated she was "never really that good at anything". She said, "At school they were like 'oh, you're a Cornish girl' and they kind of expected me to be the same as my sisters. Give me something to draw or an outfit to pick for someone, or hair, make-up, acting, write a song, I'm fine with it, but anything to do with sums – it was never my thing." She also said she never based her intelligence on her exam results. She also said she was always good at singing and it was her "thing".
At the age of 16 she began studying at the BRIT School and at 17 she joined a girl group named "Soul Deep". She graduated in the class of 2006 along with singers Adele and Leona Lewis. At 18 she suffered a stroke.
Jessie J was also part of a girl band, called 'Soul Deep', for two years, however she left due to thoughts that "it wasn't going anywhere". Despite people thinking that her first notoriety was through YouTube, Jessie was signed for four years before her first video was posted.
Jessie first came to the attention of Lava Records when her publisher at Sony/ATV, Rich Christina, sent Lava president Jason Flom a link to her MySpace page, which the record executive loved. After seeing an impressive U.S. showcase, Lava was, along with several other labels, keen to sign the artist but progress was hampered by her management's insistence on, what Flom called, a "crazy deal", and their refusal to let Jessie speak to any labels directly. Despite this, Senior Director of A&R; at Lava, Harinder Rana, made surreptitious efforts to meet Jessie on her own in winter of 2008. Later in the year a change in management to Sarah Stennett and Nadia Khan of Crown Music allowed record deal negotiations to take place. Jessie eventually signed with Lava as part of a joint venture with Universal Republic.
In late 2010 Jessie J released her first single, "Do It Like a Dude" which was co-written with George Astasio, Tj Normandin, Jason Pebworth, Jon Shave, Kyle Abrahams and Peter Ighile. Originally, she wrote the song with Rihanna in mind because "Rude Boy" was released at the time, partly inspiring the song. She then sent the song to her label, Island Records, before sending it to Rihanna's management. Island insisted the song become Jessie J's first single. She wishes to perform the song with Rihanna at one point. The single gained positive reception from critics. The single charted at number two on the UK Singles Charts. Her follow-up single "Price Tag" was released in late January 2011. This was written by Jessie J, Lukasz Gottwald, Claude Kelly, and Bobby Ray Simmons, Jr. and charted at number one in the top of the charts. "Price Tag" was released in the United States on 1 February 2011 and peaked at 23 on the ''Billboard'' Hot 100. "Price Tag" also charted at number-one in New Zealand and Ireland and is the most successful online video J has released. As of October 2011, the video has generated over 148 million views on Youtube and Vevo, making it the 22nd most viewed music video of all time. Her first American television appearance was as the musical guest on the 12 March 2011 episode of NBC's ''Saturday Night Live''.
On 25 February 2011 her debut album, ''Who You Are'', was released. The album first entered the charts on 6 March 2011 where it charted on the UK Album Charts at number two. The album charted into the top ten in a number of countries and number 11 in the United States.After the release she went on to release a third single from the album, "Nobody's Perfect". MTV reported that the single is, so far, only confirmed for release in the United Kingdom. The album's fourth single was "Who's Laughing Now". "Domino" was her second US single. The Dr. Luke-produced track was sent to mainstream radio on 6 September 2011. With the success of ''Who You Are'' in North America, Jessie was chosen to tour as the opening act for American pop artist Katy Perry's ''California Dreams Tour'' in 2011 but after she was unable to fully recover from her injuries during rehearsals she was forced to pull out under the doctor's orders.
Jessie J served as the house artist at the 2011 MTV Video Music Awards, performing several of her original songs along with covers around commercial breaks.
In early 2011 she suffered a panic attack on stage after she was forced to perform in the dark. "I did a gig recently and had a panic attack on stage," she told ''NOW''. "The night was called 'Black Out' and I had to perform in the dark. I asked them to turn on the lights and they didn't. I was onstage in pitch black and, because I couldn't see anything, I started to panic. It was awful." James Morrison's third studio album, ''The Awakening'' features a collaboration with Jessie J called "Up", the song was released as a single on 4 December 2011. On 4 October Jessie announced that she will be one of four coaches for new BBC program, ''The Voice UK''.Jessie J re-released "Who You Are" on 9 November 2011, featuring the regular tracks plus "Domino" and two new songs. "Domino" became her second top 30 hit in the U.S., following the success of "Price Tag". The song also peaked at number 1 in January 2012 in the UK, before it was even officially released there.
Jessie J confirmed on 2 August 2011 that she would be shaving her hair off for charity in 2012. Speaking via her official Twitter account she said: “It’s hair, It will grow back. Even if it takes 2 years, if it saves lives it’s worth it. Even if its 1 life that’s something.”
Jessie J is openly bisexual and stated in an interview on the "In Demand" radio show on March 3, 2011, "I've never denied it. Whoopie doo guys, yes, I've dated girls and I've dated boys – get over it."
Music critic Matthew Perpetua of Pitchfork Media compared Jessie J to her peers Adele and Amy Winehouse, but admitted she was missing something: "Whereas Adele and Winehouse also have powerhouse voices, they fit into clear aesthetic niches and invest their songs with depth and humanity. Jessie J doesn't have even a fraction of their restraint." Perpetua added: "Her idea of showcasing her gift is to shoot for a blaring melisma on "Mamma Knows Best" that makes Christina Aguilera seem as subtle as Joni Mitchell by comparison." Ailbhe Malone of the music magazine NME also recognized Cornish's "undeniably potent voice". However, she pointed out the possible "identity crisis" that might have been caused by Jessie's songwriter past: "This is an album of singles for other artists. There’s Rihanna Jessie (‘Do It...’), Perry Jessie (‘Abracadabra’), Pixie Jessie (‘Mamma Knows Best’), Ellie Jessie ('Big White Room')."
Caroline Sullivan of The Guardian shared her positive opinion about the singer, saying that "if any singer has the potential to be the British Katy Perry or Pink, with the accompanying millions of sales, it's her". Sullivan also complimented Cornish's attitude: "[Her songs] are delivered with a confidence that money can't buy." Entertainment Weekly's music critic Adam Markovitz said of Jessie: "The 23-year-old Brit has all the tools, from a monster voice to an ear for hooks — she co-wrote Miley Cyrus' Party in the U.S.A. — and a manic persona that's equal parts Katy Perry, Kristin Chenoweth, and Alice Cooper.
