Burundi's Week of the Environment

12-15 Dec 2011, Bujumbura, Burundi – Upon invitation of the Ministry of Water, Environment, Spatial Planning and Urbanism,  Ms Gwen van Boven (NCEA) was one of the Key Note speakers at the opening seminar of Burundi’s Week of the Environment . This week was dedicated to forestry with a heavy emphasis on Environmental Impact Assessment (EIA). The development of Burundi’s EIA system is in its early stages. This seminar, presided by the Environment Minister, provided good awareness raising opportunities among high level decision makers.

National conference for SEA in Skopje

Skopje, 13 december 2011. The Ministry of Environment and Physical Planning hosted a national conference on strategic environmental assessment (SEA). Experts from Macedonia, the Netherlands and Slovenia exchanged their experiences. 

The Minister of Environment and Physical Planning, Abdilaqim Ademi, expressed hope that after the conference, SEA would not be perceived as an administrative barrier anymore, but as an instrument contributing to reaching better decisions. "I expect the conference to boost our confidence that we're heading into the right direction in terms of applying the procedure for strategic assessment. I also hope we will be able to address other challenges following the conference," Ademi stressed. The NCEA works with the ministry on an SEA capacity development programme.

Review ESIA coal transportation, Zambezi river, Mozambique

The NCEA reviewed on request the ESIA concerning coal transportation on the Zambezi river. The aim of the review is to verify whether the ESIA contains sufficient information to enable full integration in decision making of environmental and socio-economic considerations.
The NCEA is of the opinion that the ESIA report is well written. A great deal of information has been collected and analysed. However many data are not available, resulting in many uncertainties. These shortcomings are especially found in:  

  1. chosen reference water level
  2. uncertainties in the dredging amounts
  3. lack of a detailed monitoring programme

Signing MoU knowledge exchange China and the Netherlands on SEA

During an offical visit of a Netherlands delegation to China of the Ministry of Insfrastructure and the Environment (14-18 november), an annex was signed with priorities on future cooperation on SEA. For the Netherlands, the NCEA will be the 'management official' for the Annex.

China is developing at a staggering pace. The current speed of urban and industrial growth can threaten the long term availability of natural resources and the quality of the living environment. To better manage the impacts of development, China is rolling out the use of  Strategic Environmental Assessment (SEA) in its plans and programmes. SEA improves planning by identifying the consequences of different planning options before any commitments are made. SEA also brings a wide range of stakeholders into the planning process to  help come up with more sustainable solutions.

New publication: Manual on landfill site assessment and selection in Georgia

In Georgia, a number of existing landfills will, when assessed according to international standards, have to be closed in the coming years. Subsequently, new locations have to be selected. Other landfills could be optimised at their current location, by taking appropriate measures. This manual describes the steps to be taken in these processes.

SEEAC annual meeting 2011 & International Seminar

22-28 November, Bujumbura, Burundi – A yearly highlight in NCEA’s capacity development program in Central Africa is the international seminar and annual meeting of the EIA associations and their regional secretariat SEEAC. NCEA particularly appreciated the seminar which was well organized by the Burundian EIA Association. Burundi’s Minister for the Environment opened the seminar. Following the seminar, NCEA organized a refresher training course on bookkeeping for the support staff of the associations.

Published: Advisory report ToR SEA development plan Zambezi Catchment, Mozambique

25 nov. 2011. In July, Reinoud Post and Sara Groenendijk visited Mozambique with a team of experts. The NCEA was requested to advise on the ToR for an integrated planning and SEA process for the multi sector development plan for the Zambezi catchment. The team had fruitful meetings with representatives of governmental and non-governmental institutions from the various sectors involved. The advisory report is available on NCEA’s website.

SEA for 'Vivir con el Agua' program in Beni, Bolivia

Early November 2011, an expert group led by Rudy Rabbinge (chair) and Ineke Steinhauer (technical secretary), visited Bolivia to advise on the ToR for a Strategic Environmental Assessment for the 'Vivir con el Agua’ (Living with Water) program in the Beni Province. During the wet season, the Beni Lowlands suffer from serious problems as a result of flooding. In El Niño and La Niña years, these problems are even more severe causing casualties and economic loss. As part of the National Watersheds Plan (Plan Nacional de Cuencas) the Vice Ministry of Water Resources and Irrigation is responsible for the coordination of the ‘Vivir con el Agua’ program. The Vice Ministry has taken the initiative to undertake an SEA and asked the NCEA for advice on the Terms of Reference.

Kenya, SEA for sustainable development of the Tana delta

Kenya, nov 2011. Invited by the Office of the Prime Minister, NCEA's Arend Kolhoff attended an inter-ministerial meeting on sustainable management of deltas in Kenya. In the coming 18 months, a land use plan for the Tana delta will be developed. An SEA will be carried out for this plan. The National Environmental Management Authority (NEMA) has asked the NCEA to advice on the ToR for this SEA. Early 2012 a team of experts will visit the country.

ASEM's Green Growth Forum, SEA in summary report.

10-12 October, Hanoi, Vietnam: NCEA's Rob Verheem represented the Dutch government at the ASEM 'Green Growth Forum' in Hanoi. He gave a presentation on 'Dutch experience in 'mainstreaming environment and climate change in national development planning'. 
In the formally adopted 'Summary Report' of the Forum, one of the recommendations for the upcoming ASEM's meetings in Tokyo and Ulaanbaatar, is to include 'the strengthening of approaches for mainstreaming, including strategic environmental assessment' in future ASEM cooperation.

Visit to Burundi, memorandum on EIA legal framework

Bujumbura, Burundi – from 26 September to 5 October 2011, the NCEA visited Burundi in the context of its cooperation program 2011-2013 with the ministry responsible for EIA: the MEEATU. The NCEA just published its memorandum with observations on the legal framework for EIA in Burundi and now works on an analysis of the institutional organization of EIA in the country. For this activity, the NCEA together with the MEEATU conducted a series of meetings with stakeholders such as sector ministries, investors, consultants and donors.

Advisory memorandum for the mining sector in Ghana.

Ghana, sept. 7-15. The NCEA visited Ghana to discuss their advisory memorandum on how to make better use of the SEA results for the mining sector. This SEA was already finalised in June 2008 as part of the EU funded Mining Sector Support Programme. Although the SEA was of relatively good quality, the opportunity to influence planning had not fully materialised.
Thus in April 2011, the Ghanaian Minerals Commission (MC), the Environmental Protection Agency (EPA) and the Netherlands Embassy asked for the NCEA's advice on how to optimilise the 2008 SEA results. Furthermore, they requested to expand the discussion on how to take environment into consideration in future planning for the mining sector in general.
