Even Tunisian medical students have turned up to lend a hand. The Somali group, al-Shabab, says it has lifted a ban on aid agencies operating in the parts of the country it controls. Sheikh Ali Mohamud Rage, an al-Shabab spokesperson said, "We have now decided to welcome all Muslim and non-Muslim aid agencies to assist the drought-stricken Somalis in our areas..." In some areas, one out of every three children is malnourished, in one of the region's worst droughts in 60 years. The UN says close to three million people in Somalia need emergency aid. Al-Shabab, which is said to be connected to al-Qaida networks in Africa and the Gulf, controls the majority of Somalia, including almost half of the capital, Mogadishu. In the past, they have said food aid creates dependency, but they have also used aid for themselves and charged foreign organisations high fees to operate. Al Jazeera's Mariana Sanchez reports.

Aid agencies are pressing ahead with help for drought hit victims in the Horn of Africa. But that is becoming harder with Al-Shabab rebels in Somalia now saying that a ban on foreign aid remains in place. In a transit refugee camp in Dolo Ado, Al Jazeera's Peter Greste reports that some of the newest arrivals in the camp say that Al-Shabab appears to be stopping people from actually trying to cross the border. "We cannot verify that ofcourse but certainly the...stories we are hearing is that there simply is no food out there; that the security situation is deteriorating, there is a lot of fighting going on; that people simply have no choice but to move if they possibly can," he said. Greste says 1500 people are arriving in Dadaab daily, while 200-500 people are arriving in Dolo Ado from the initial 2000 people. The rebel group has also accused the UN of exaggerating the drought, calling it propaganda. But charities say it is the group's blockade of aid since 2009 that has caused a famine in areas under its control.

United Nations, New York, 19 November 2009 - It has been nearly three weeks since the military operations in the Pakistan region of South Waziristan intensified. The Office for the Coordination of Humanitarian Affairs reports that some 400000 people have fled the area to seek safety in two neighboring districts. Of the total registered, approximately 300000 people have fled the area since mid-October, and most of these are poor people who desperately need humanitarian assistance. Despite the tough security situation, the humanitarian community is on the ground to assist the hundreds of thousands of internally displaced persons, or IDPs, to make their lives away from home as comfortable as possible. Since 9 November, the UN Refugee Agency's implementing partner has distributed around 9000 tents in DI Khan District. Most of these tents are set up in the gardens of host families, to relieve the burden on the hosts. Also, UN agencies and their humanitarian partners have helped to register IDPs and provide monthly food rations, hygiene kits and household items, as well as provide vaccinations for children and improve community water supplies. They claim there is no crisis, but shocking images tell the real story. "Although we've saved many lives, 4,5 or 6 children die every day", says Doctor Abdalla Bulle. This is the result of a political deadlock, which has meant that aid is only trickling into an area hit by the worst drought in 60 years. Many aid agencies have pulled out of al-Shabaab areas and international donors are unwilling to rush in money, fearing it will end up in the hands of militants. Al-Shabaab deny they are hindering the aid effort: "we have only refused those who were doing more harm than good, and those with political agendas", a spokesman tells us. Indeed, on the ground aid workers seem more concerned with a lack of foreign aid than with AS interference. "There is no fear that aid agency funds are going to al-Shabaab. It's not humane that we can't access funds because of this fear", Hassan from Islamic Relief says. They, like other aid agencies here, maintain that they fully control the distribution of their aid. Some refugees say the group is controlling their movements, but there remains little evidence of corruption. The UN Secretary General Ban Ki Moon has called on donor countries to come up with $1.6bn for the famine in Somalia. The UN food agency will host emergency talks in Rome on Monday as aid agencies struggle to help nearly 12 million people on the brink of starvation. Meanwhile, the BBC has learnt that the Red Cross has managed to deliver food to 24000 people to a town, north-west of the capital Mogadishu. It is one of the worst affected areas by drought in the country and is under the control of the Islamist group, al-Shabab.
