The first batch of airlifted emergency food for starving children has arrived in famine-struck Somalia. The UN plane was loaded with ten tonnes of supplies that will be used to feed thousands of malnourished children under the age of five for a month. However, aid agencies say they cannot reach more than two million others facing starvation in the parts of the country where Islamic militants control much of the worst-hit areas. The United Nations has agreed to airlift food to help some of the 12 million people affected by drought in the Horn of Africa. Aid agencies say one in three Somalis is now at risk from famine. The move follows Monday's emergency meeting with aid agencies and charities in Rome. The UN says it's so far received $1bn, but needs the international community to donate a billion more by the end of the year to stave off widespread starvation. The World Bank has promised 500-million-dollars for the region. However, $12m will be immediately released for relief projects for those worst hit by the drought. Al Jazeera's Jamal ElShayyal reports on the crisis.

Somali armed group lifts aid ban amid drought

The Somali group, al-Shabab, says it has lifted a ban on aid agencies operating in the parts of the country it controls. Sheikh Ali Mohamud Rage, an al-Shabab spokesperson said, "We have now decided to welcome all Muslim and non-Muslim aid agencies to assist the drought-stricken Somalis in our areas..." In some areas, one out of every three children is malnourished, in one of the region's worst droughts in 60 years. The UN says close to three million people in Somalia need emergency aid. Al-Shabab, which is said to be connected to al-Qaida networks in Africa and the Gulf, controls the majority of Somalia, including almost half of the capital, Mogadishu. In the past, they have said food aid creates dependency, but they have also used aid for themselves and charged foreign organisations high fees to operate. Al Jazeera's Mariana Sanchez reports.

Aid agencies are pressing ahead with help for drought hit victims in the Horn of Africa. But that is becoming harder with Al-Shabab rebels in Somalia now saying that a ban on foreign aid remains in place. In a transit refugee camp in Dolo Ado, Al Jazeera's Peter Greste reports that some of the newest arrivals in the camp say that Al-Shabab appears to be stopping people from actually trying to cross the border. "We cannot verify that ofcourse but certainly the...stories we are hearing is that there simply is no food out there; that the security situation is deteriorating, there is a lot of fighting going on; that people simply have no choice but to move if they possibly can," he said. Greste says 1500 people are arriving in Dadaab daily, while 200-500 people are arriving in Dolo Ado from the initial 2000 people. The rebel group has also accused the UN of exaggerating the drought, calling it propaganda. But charities say it is the group's blockade of aid since 2009 that has caused a famine in areas under its control.

Exactly six months have passed since Haiti's earthquake and aid agencies are still struggling to care for over a million hungry and homeless people. 1.5 million people, which is one sixth of the Haitian population, are still living in camps while an additional 1.2 million people rely on aid agencies for clean water. At least $5.3 billion has been pledged in short-term aid which trickles down to $525 per person, but it's been one month into the Carribbean's hurricane season and only 3700 storm-proof shelters have been built. Al Jazeera's Lucia Newman, reporting from the capital Port-au-Prince, said: "Most people in Haiti don't even know that today marks the six month anniversary since the earthquake struck this country. "They take things day by day here and now that we're in the middle of rainy season, it's even more dangerous for hundreds of makeshift homes to stay up and people have remained in the same tents simply because they have no where else to go." Struck by the strongest quake in more than 25 years, hundreds of people are feared dead in what has been described as "a catastrophe of major proportions". "The United States is offering our full assistance to Haiti and to others in the region. We will be providing both civilian and military disaster relief and humanitarian assistance and our prayers are with the people who have suffered, their families and their loved ones," she said in a speech in Hawaii. USAid said it was sending disaster response teams made up of 72 personnel, six search-and-rescue dogs and up to 48 tonnes of rescue equipment.
