Finance Minister Elena Salgado pauses during a news conference in Madrid Monday Jan. 24, 2011. Spain says it is raising its banks' and savings banks' capital reserve requirement to boost their solvency and said the sector needs an estimated euro 20 billion in new capital to do this. Salgado said a government fund that has been pouring money into savings bank mergers might eventually buy stakes in the entities that cannot meet the new criteria, but that for these purchases to happen they will have to transform into full-blown banks that are listed on the stock market. The savings banks or cajas are not listed....Full Story
