How the Voting Works

7pm: Bidders for 2018 make their final presentations, each a half-hour long.


11pm:
After the last one, the Executive Committee adjourns for lunch.


Midnight: The voting starts, in a stark bunker in the basement of FIFA HQ. Likened to a 1970s disco for its moody lighting, there are translators behind a screen at one end and a single curtained booth at the other. A Swiss notary from the local court presides, handing each ExCo member a franked ballot paper for the 2018 to fill in in the privacy of the booth. The notary, overseen by a consultant from KPMG, then collates the votes. If no country has a majority, the lowest ranked nation drops out and the ExCo members revote.
Should there be a tie for last place, a special intermediate round will be held. Finally one country, after several rounds, will have a majority, and the notary will write the identity inside a sealed envelope.

Process is repeated for 2022. Even FIFA boss Sepp Blatter won't know the ultimate winners, as the envelopes are taken to the press conference centre where the bidders and the world's media awaits.


2am: The bidders are lined in a row, cameras trained on them all for reaction. First Blatter will announce 2018 winner, then 2022.
