In the Philippines about 3,000 slum dwellers marched to the Presidential Palace in Manila to denounce the demolition of their homes. Wrecking crews have destroyed about 3,000 shanties with 13,000 more scheduled for destruction before the Asia Pacific Economic Conference on Nov 24.

President Clinton and Pacific Rim leaders meeting in Vancouver, British Columbia, approved a rescue strategy for Asian economies shaken by plunging currencies, bank failures and bankruptcies. The 2-day APEC summit in Vancouver closed and leaders agreed to an IMF bailout plan. Forum leaders also agreed to admit Russia, Vietnam and Peru into the organization as of 1998.

President Bush's environmental adviser said the US rejects the EU's all-encompassing target on reduction of carbon emissions. The US and Australia ruled out a regional carbon trading scheme before the meeting officially opened in the northern city of Darwin, saying it was too early to impose uniform targets on APEC nations. APEC members already account for 60% of global energy demand and their needs are expected to almost double by 2030. Fidel Castro lambasted President Bush for opposing the EU's goal for an agreement on carbon emissions at next week's Group of Eight summit.

President George W. Bush, wrapping up his final summit with world leaders, offered a message of hope that despite the worst economic crisis in decades, the global economy will emerge in better shape. He was expected to tout the benefits of free trade during a meeting with his host, Peru's President Alan Garcia, before attending the final sessions of the 21-nation Asia-Pacific Economic Cooperation forum (APEC) as he wrapped up three days of discussions. Summit leaders predicted a worldwide recovery in 18 months.

Japan and Peru said they have reached an agreement on a free-trade deal. The 21-member Asia Pacific Economic Cooperation (APEC) group ended their summit in Japan with pledges to press ahead with moves toward freer trade, with an eventual goal of a region-wide free trade zone.
