Toledo budget plan draws fire

City officials last night portrayed Toledo as battling to maintain services and attract new residents and businesses, all with a smaller work force - per resident - than any other large city in Ohio. That didn't stop a number of people at a town hall meeting on the city's proposed 2009 operating budget from questioning what they called an overly complicated budget process.
